There are less than 100 people working at Bioware. This is likely due to well working for EA in the first place. A publisher notorious for buying companies in their prime letting them put out some of their best work then killing all hope with poor decisions and greed. All Bioware had to do before signing that paper was ask where is Maxis right now. Mostly this is due to decline believe it or not I don’t think Dragon Age the Veilguard was solely responsible for this though probably contributed. First if we look at their library for the last few couple years their only notable title was a remaster of the Mass Effect Trilogy, but I don’t think that would be good enough to cover for Mass Effect Andromeda, Anthem, and Dragon Age the Veilguards failure. Bioware at its best made millions and even contributed to RPGs made today at worst we got Sonic the Dark Brotherhood, but even then aside from music and some gameplay wasn’t too bad. Now, though, Bioware’s newer developers shoehorn in the most pointless story and plot points. Further, how the characters are written also is worse. Honestly if you put Veilguard up to any other Bioware game the only thing it has going for it is it looks nicer, but in terms of quality, gameplay, writing, or anything else someone might judge it falls behind severely. If you told someone Veilguard was some fan made game or spinoff set (or made by some small team similar to Mass Effect 3’s DLC) in the Dragon Age world they would probably believe you. The problem also comes with competition right now Balder’s Gate 3 is the far better choice and much like the first 3 Dragon Age games has a connected world. EA is currently shuffling staff to new locations and permanent work within the company others are just laid off. It should be noted that only around 1 or 2 developers from Bioware’s original games have been working on their games now and all of the original team have gone to better games and passions or laid off when Veilguard was in early development.
